What if I never received a Notice?
Pursuant to California Vehicle Code section 40254, 91 Express Lanes mailed their notices to the registered address on record with the applicable Department of Motor Vehicles (DMV) at the time the toll was incurred. It is the registered owner’s responsibility to maintain a current address with the DMV.
What if I sold my vehicle?
When a vehicle is sold the previous owner must file a Notice of Transfer and Release of Liability (ROL) with the DMV. When properly completed, and the information is recorded by DMV, liability for parking and/or traffic violations and civil litigation, resulting from operation after the date of sale, becomes the responsibility of the subsequent purchaser (Vehicle Code §5602). A copy of this ROL must be submitted to LGBS to review with the 91 Express to adjust your violation.
What if I wasn’t driving the vehicle at the time of the toll violations?
By law, the registered owner is responsible for all tolls and fees, even if someone else uses that vehicle.
What if my license plate was stolen?
The owner of the vehicle is responsible for reporting to law enforcement that the license plate was stolen. A police report must be submitted to LGBS to adjust your account. If the plate is unavailable to surrender, a Sworn Affidavit must have been sent to the Division of Motor Services to have the plate cancelled. Submit your information to: 91 Express Lanes c/o LGB&S, P.O. Box 6937, Broomfield, Colorado 80021.
What if I have a FasTrak® account
You must provide a copy of the SunPass statement showing that, at the time of violations, the tag had available funds and the violating plate was listed on the account.
What if I am divorced and my Ex-Spouse was driving the vehicle?
If you are divorced, a full copy of the executed Divorce Decree, including the signature pages, and a copy of the DMV report must be submitted to: 91 Express Lanes c/o LGB&S, P.O. Box 6937, Broomfield, Colorado 80021. You will only be responsible for those violations that occurred prior to the court awarding the vehicle to your ex-spouse. The decree should include the following: VIN, vehicle make and model, date finalized.
I am a 91 Express Lanes customer but still received a violation. What should I do?
You probably received the violation because the vehicle is not listed on your account or your account did not have sufficient funds to pay the toll. You can check the status of your account on this website by going to My Account and making sure all your account and vehicle information is current.
I have an ExpressAccount with a FasTrak® agency and received a violation. What should I do?

I was in the HOV lane, but still received a violation. What should I do?
All vehicles, including carpoolers, traveling on the 91 Express Lanes must properly display a FasTrak® or FasTrak® Flex® transponder linked to a valid account. Travel without a properly mounted transponder is subject to citation by the CHP and the issuance of a toll evasion violation notice.
